Adding a new member to the family by adopting a new pet is always a welcomed idea. Your old pet earns a new friend that way, and the family grows even bigger and stronger. 

However, before doing so, it's important to check how your current pet will feel about the new addition to the family. If the two pets don't get along, chaos will reign all over the household, and both pets are not going to be comfortable in their own home. 

Some pet owners do the introduction step by step to make it easier for the two pets and to avoid any potential clashes. The pets eventually become best friends, but it's not always the case.

OP has every right to protect his cat from the stress and discomfort a new puppy can cause. The girlfriend needs to have some patience, and they will eventually get a puppy after the cat is no longer with us.
