Undoubtedly, this is a challenging choice, but the OP and her partner had to give up one of their cats as it wasn't allowed there. Yes, the OP and her partner were moving to a new country, so they were staying at her MIL's prior to when they would leave.
Her MIL and FIL have been caring for the cats while they have been visiting the OP's family. Later on, they got a call from MIL saying they had found a potential new home for the cat that couldn't be taken to the country they were moving to.
They told the MIL to wait until they returned in two days so they could check out the owners their house, say goodbye, and settle him in, but that didn't happen.
