They spend most of their lives either behind fences or on leashes and their humans keep them constantly protected from confrontational situations that would have taught them how to greet their peers.

A dog's body language often also comes into play in these situations. Holding your dog on a tight leash and causing discomfort to them might create the illusion of a different message that other dogs might find offensive.

Some dogs need slow introductions and are uncomfortable when meeting with new dogs; that may cause them to react out of the ordinary. Just like humans, dogs won't necessarily like every dog they meet and will sometimes completely reject the introduction.

People are allowed to say no to favors, especially one this big. OP has a very valid reason as to why she can't take in her brother's dog, but he and his wife still somehow only think of themselves and want to solve their problem without thinking of the consequences.
