Although what the OP did was an overreaction, the fault is entirely the neighbor's. Why would he paint the fence if he didn't agree to pay for it?

If the neighbor intended the add plants and hang his stuff on the fence, then he should've shared the expenses with the OP. It wouldn't have been a problem if he did.
