The answer is no. Cats are considered the property of their owners. If you witness a cat being neglected, the best step is to report it to authorities that deal with animal cruelty.

Rehoming the cat would probably make its life a lot better. But the OP can't just do it without their roommate's permission.

It's either they ask permission to rehome the cat or make the owner do something about it so that it won't bother others. And if that doesn't work, they can try resolving it by talking to the property owner.
