Deciding what to do in one's property despite inconveniencing the neighbors is not an a-hole move. In the first place, the neighbors don't have any entitlement to the OP's property.

The OP should focus on what matters to them, which is the safety of their dog. Not building the fence could put their dog's life in danger.
