Actually, they don't need to work together. The neighbors need to be responsible and figure this out on their own — without being a nuisance to others.

The nerve of the OP's neighbor to even utter the words "work together." When you look at the situation objectively, you can hardly call that working together.

That'd be called 'taking advantage.' The OP can propose some of the ideas presented by the users in this community.

But he should never agree to cut his fence. If he does, the neighbor would probably take advantage of him more.

Who knows what this neighbor will ask of him in the future?
