OP was enjoying their time, allowing the river's currents to push them. There were certain parts of the lazy river where the water rushed faster, so OP, like many others, found it difficult to control where their tube was headed.
It was not deliberate when OP was pushed behind the woman holding a baby. OP tried their best to paddle away and avoid bumping into them repeatedly.
However, they were in a crowded part of the lazy river and the current was so strong that paddling proved ineffective. OP bumped into the woman holding the baby several times.
The woman turned and yelled at OP that they were bumping into her while she was holding a baby. OP did not expect to be yelled at in the middle of a lazy river and was stunned.
OP apologized and said they couldn't control their tube. They clawed onto the concrete sides of the river to prevent their tube from hitting the woman again but were unsuccessful.
That woman should thank whoever is looking out for her that the most she could complain about was a random person bumping into her on a lazy river. She and her baby were in a lot more danger than she anticipated.
The lifeguards would have had difficulty getting to them if they had gone underwater amid all those tubes. OP was right to apologize, but they aren't at fault for not controlling where the lazy river's current took their tube.
