A few facts are well known about chihuahuas. They are known to be adorable little lap dogs and they are reputable to bark and, for such a tiny creature, to be aggressive and overly protective.
They seem to have no purpose at all, and they bark nonstop. Although it is widespread and easily corrected, this type of behaviour is deeply embedded in their natural tendencies.
You may be trying to understand why this dog is barking nonstop. Are they trying to shield you from harm, do they want your attention, are they hungry or are they merely trying to vent out their boredom?
For chihuahuas, who cannot bear to be separated from their human friend, they consider it to be the necessary defense. Your Chihuahua might not be barking at nothing, despite the appearance that it does.
All these might be the reasons the OP and her husband were against getting a chihuahua, but it found its way to them regardless. The OP has been married for two years.
Her husband grew up with dogs, and she grew up with cats. The OP has always wanted a dog, and they both feel like having a dog and two cats is the best way to live one's life.
They decided that they wanted to get a retired Greyhound and have been looking into that. Their lease ends soon, and they want to make sure that wherever they move is dog-friendly.
Unbeknownst to them, OP's MIL bought a chihuahua for them, and they weren't happy about it.
The OP writes

Thank you so much for the advice everyone! I posted on FB and a good friend of mine is interested. She doesn't care that he's not a full chi and she loves animals.
She's on vacation right now but wants to meet the dog and see if he clicks with her other dogs after she gets back next week. If that doesn't work out I will go to a rescue.
The OP should contact the landlord first

Reddit/LittleratthrowSome Redditors adviced the OP to do a big shout out on their Facebook pages with an adorable picture. They should say that they got a sweet pup as a gift but he's not allowed in their apartment while asking people to share.
Luckily, OP took the advice and someone is happy to take him. Share this post with your family and friends to get their own opinions about the story.
